"China agrees to and proposes 'the dual tracks mechanism'. We suggest involved countries try to find a peaceful resolution through dialogues and negotiations concerning specific issues on the South China Sea. And the peace and stability of the South China Sea will be maintained by both China and the ASEAN countries."
Wang Yi earlier rebuffed a US proposal, which calls for a freeze of all so-called "provocative acts" in the South China Sea.
He was attending the ASEAN Regional Forum Foreign Ministers Meeting in Myanmar.
Wang Yi says the current situation of the South China Sea is overall steady without any problems concerning freedom of navigation.
The Chinese foreign minister says he could not understand why some countries from outside the region seek to provoke a tense situation and point blaming fingers.
A commentary by China's official Xinhua News Agency says the U.S. proposal exaggerates the maritime tensions in the region and is emboldening countries like the Philippines and Vietnam to take a hardline stance against China.
