A grand jury has not charged a New York City police officer over the death of Eric Garner. Garner died after being placed in a chokehold by the officer.
Following the grand jury decision, crowds gathered in New York's Times Square to vent their frustration.
New York Mayor Bill de Blasio.
"So many people in the city are feeling pain right now and we're grieving, again over the loss of Eric Garner who was a father, a husband, a son, a good man, a man who should be with us and isn't."
US President Barack Obama says the incident "speaks to larger issues" that minorities have with law enforcement.
"This is the issues we have been dealing with for so long and it's time for us to make more progress than we've made. And, I'm not interested in talk, I'm interested in action. I'm absolutely committed as president of the United States, to ensure we have a country in which everybody believes in the core principle that we are equal under the law".
The decision not to charge the officer comes a week after another grand jury in Missouri did not charge a white police officer who killed a black teenager.
