The Royal Government of Cambodia says they hope the important visit will strengthen friendly relations between Cambodia and the United States.

pay a visit to... 访问，拜访 等于pay… a visit。如果光说visit意思也没有本质区别。这三种表达方式很多时候可以互换，但在国事访问之类的正式场合，一般都用包含pay的那两种。
例句：
The newly-elected president says he will pay a visit to China very soon. Obviously, he thinks China is an important strategic partner. （新当选的总统表示他将很快对中国进行国事访问。显然，他认为中国是重要的战略合作伙伴。）

aim at ... v. 以…为目标 跟aim to …意思一样，区别在于at后面一般跟动名词，to后面跟动词。由于educating people to better understand the real value of
Cambodia’s national culture这部分已经有了to，所以此处还是用aim at更好一些。
如果想用aim to，可以说：Hun Sen says the Culture Day aims to help people better understand the real value of Cambodia’s national culture.
此外，aim at主动、被动语态均很常见，aim to则只用主动语态。
