This is NEWS Plus Special English. I'm Mark Griffiths in Beijing. Here is the news. China is to speed up the drafting of the nuclear safety law and atomic energy law. The State Council Information Office has issued a white paper on the country's nuclear emergency preparedness. The document says that since China started to build its first nuclear power plant in 1985, the country has made fast progress in legislation connected with nuclear emergency response. China adopted a regulation on the emergency management of nuclear accidents in 1993, the first in this area, and then the law on prevention and control of radioactive pollution. The law on emergency response covered nuclear accidents. The state security law, revised in July, reinforced regulation on nuclear emergencies. Over the years, China has also set up a nuclear emergency management system with a clear division of duty among the central government, provincial governments and nuclear power plants. At the national level, the National Nuclear Accident Emergency Coordination Committee is made up of both civilian departments and the military and has a general office in charge of regular work. Accordingly, governments of provinces, autonomous regions and municipalities where nuclear power plants are located, set up nuclear emergency coordination departments and took charge of emergency response within their jurisdiction. The central government has drawn up a national contingency plan while provincial governments and all nuclear power plants issued their own plans. This is NEWS Plus Special English. One of China's poorest provinces is planning a poverty-alleviation campaign for 2016 that will include vocational training, developing better farmland, and relocating people from the most disadvantaged villages. How to lift more residents out of poverty was the hot topic at Southwest China's Guizhou Province's "two sessions", the meetings of the local legislature and political advisory body which were held recently. The province will invest 18 billion yuan, roughly 2.7 billion U.S. dollars, this year to relocate 300,000 people from 3,200 impoverished villages. The government will help 100,000 people develop more fertile farmland, offer vocational training to more than 300,000 young rural adults, and recruit 10,000 people skilled in traditional local crafts to promote art forms and ensure their survival. The provincial government also promised that it will construct or expand 200 village kindergartens and 200 rural boarding schools in 2016, recruit more teachers, offer subsidies to poor students, and expand medical coverage for serious diseases. Lufthansa has signed a deal with Chinese drone manufacturer DJI as part of its plans to exploit the growing market for commercial drones for tasks including inspecting aircraft surfaces and monitoring wind farms. The German airline said that in this way, it plans to offer those interested in using drones, or unmanned aerial vehicles, a "one-stop UAV-shop", from aircraft operation to data analysis, insurance and even pilot training. Lufthansa Aerial Services, part of the company's consulting division, says it will use China-based DJI's aerial platforms and develop applications and technology for potential customers. For example, it sees potential in operating drones equipped with thermal-imaging systems that can be used to inspect infrastructure including solar farms, railroad lines, crops and building sites. Lufthansa says it has already carried out a pilot project with a wind turbine manufacturer to inspect wind turbine blades using drones, while its sister company Lufthansa Technik has used drones to inspect the outer surfaces of aircraft for defects. Lufthansa runs maintenance and catering divisions alongside its traditional airline business.
