New York state Governor Andrew Cuomo has declared a state of emergency, as a winter storm continues to engulf parts of central and northeastern United States. The weather system has brought heavy snow, ice and freezing rains to parts of both upstate and downstate New York. The ice and snow in New York City left hundreds of commuters stranded. Hundreds of flights have also been cancelled at the three major airports serving New York City. Meanwhile, hundreds of flights have also been cancelled at Chicago's O'Hare international airport, leaving thousands stranded. O'Hare is a major hub airport in the United States, meaning cancellations there will affect the entire US air-traffic system. The system is the second major winter blast to hit the US midwest and Northeast over the course of this week. The United States has been coping through a number of major weather events this winter, including a polar vortex which sent temperatures plunging into rarely-charted territory a few weeks ago. Last week, the US deep south was also hit with freezing temperatures, which were almost completely unprecidented.
