Here 'commercial' means 营利性的
Right now only people chosen by the government can travel to outer space.
But maybe in the future, anybody can travel to outer space if they pay money. It will become a business. It will become commercial.
There is already a company that is trying to do this business.
The company is called 'Space X'
It is owned by a man called Elon Musk.
Elon Musk ( 伊隆·马斯克) is the man who own Tesla (特斯拉)
I visited the office of Space X this summer. It was amazing.
In the past there was the telephone and the postal system.
