Paper 纸
You write on a piece or sheet of paper, not on a paper. A paper means something else. It can refer to a newspaper, for example, a morning paper. “The teacher is marking a history paper. ”This time it means an examination paper. Each term a college student may be required to hand in a long piece of writing on a particular subject. That is a term paper.
A plan that seems good on paper may not work. A team that looks strong on paper is most likely to lose. A government that deceives it's people with democracy on paper is sure to fall sooner or later.
