The State Council has issued a new guideline urging state-owned enterprises to accept mixed ownership and to modernize.
The guideline says SOEs must improve their management through market-oriented reforms while adhering to government guidance.
All kinds of capital are encouraged to invest in SOEs.
Li Jin, an expert on SOEs, on the significance of this round of opening up guidelines.
"The industries of oil, natural gas and military used to be sensitive areas. This time, provisions are made on these areas that can be open to private sectors, such as the spin-off of oil and gas pipelines from state-owned oil giants. The military industry can also be expected to open to the private sector with the exception of a few core areas."
The guideline stresses using global resources such as the market, technology and talent to promote mixed ownership, participate in international competition, and improve resource allocation.
However, the guideline says state capital should maintain "the absolute controlling position," especially in fields relating to national security.
China has about 150,000 SOEs, holding more than 100 trillion yuan, or nearly 16 trillion U.S dollars in assets.
