Explosion kills at least 10, injuries 15 in Istanbul
An explosion in the heart of Istanbul's historic tourist district has killed at least 10 people and wounded 15 others.
A suicide bomber is thought to be responsible for the blast in the major tourist area of Turkey's most populous city.
The Istanbul governor's office says the authorities are investigating the blast.
The attack comes just over a year after a female suicide bomber blew herself up at a police station for tourists in the same area, killing one officer and wounding another.
S. Korea, U.S. to stage annual joint war games with eye to DPRK nuke program
South Korean media is reporting the annual joint military exercises between South Korea and the United States will be staged as early as March this year.
The same report suggest the drills this time will focus on detecting and destroying North Korea's nuclear program in a time of emergency.
Reports say the combined forces will be working on a so-called "4D operational" plan for the first time during the joint drills.
It theoretically involves destroying Pyongyang's nuclear and ballistic missile programs should war break out.
That proposal was submitted to the South Korean parliament a day after North Korea claimed it conducted its first test of a Hydrogen bomb.
UN Confirmed 400 Need Evacuation in Besieged Syrian Town
The United Nations says it has confirmed severe malnourishment in the Syrian town of Madaya, which has been besieged by government forces.
Tens-of-thousands of civilians have been trapped in the city north of Damascus for months without supplies.
A UN official says over 400 people in Madaya need immediate evacuation.
However, Syria's UN Ambassador is denying the reports of mass starvation, saying the situation in Madaya is based on false information and fake pictures.
Trucks carrying food and medical supplies have been reaching Madaya since Monday.
Four dead after east China boat accident
Four people are dead and another is missing after a speed boat capsized while out on Lake Huating in the eastern Chinese province of Anhui.
The boat itself is registered to a local fisheries company.
A number of rescue boats and serarchers are still looking for the person still missing.
However, gaining access to the boat itself to see if the missing person is still onboard is going to be tough.
It's submerged below 30 meters of water in the naturally-deep Huating Lake.
Low water temperatures and difficult terrain on the bottom of the lake will also make it tough to get to the boat.
UN releases Development Assistance Framework for China
The United Nations has unveiled its new 5-year development assistance framework for China.
The plan says the UN will support China in 3 priority areas, including poverty reduction, environmental protection and enhanced global engagement.
Particular focus will be placed on areas such as inequality, rapid urbanization and demographic changes, as well as environmental degradation.
The UN has two-dozen different funds, programs and specialized agencies operating across China.
China to reform its medical insurance plans
The State Council has confirmed that the rate for individual contributions to basic medical insurance is to be increased.
The council issued a document on Tuesday saying that China would raise government subsidies on basic medical insurance, and gradually increase rates for individual contributions.
The document also proposed the merger of two medical insurance programs for urban and rural residents.
The move is being seen as the first step to a united medical insurance system that will cover everyone.
Beijing to ease entry, residence policy for overseas talent
China's Ministry of Public Security says it will ease rules for foreign talent to enter and exit Beijing.
Speficially, the new program is aimed at foreign nationals in the tech sector.
As part of the new rules, authorities are going to make it easier for foreigners to set up operations at the Zhongguancun Science Park.
Short-term internships in Beijing will also be allowed for foreign students.
Those who hold doctorate degrees or higher in the tech sector will also be given preferential treatment when it comes to getting a green card.
The new rules are set to take effect from March.
45 whales die on shores in southern India
45 whales which became beached in the southern Indian state of Tamil Nadu have died.
A government official says over 100 small fin whales ended up washing up on the beach this week.
Around 40 did manage to be rescued after being pushed back into the water.
Many of the whales which died ended up being initially injured by coral and rocks while inadvertently beaching themselves.
Detroit Auto Show presents best of driverless tech
