Minister of Commerce Gao Hucheng says China hopes to achieve bilateral investment treaties with the United States and the European Union as early as possible.
Negotiation between China and the United States began in 2008.
It has come to what's described as a "substantive negotiation stage" after 24 rounds of talks, and the two sides are discussing a negative list.
The minister says rapid progress has also been made on negotiations between China and the EU.
He says the treaties will create a better environment for China to open wider to the outside world.
Meanwhile, Gao Hucheng says China is to further ease access to the service and high-end manufacturing sectors for foreign investors.
He says finance, education, and logistics will be opened wider to foreign capital.
In addition, restrictions on high-end manufacturing will be relaxed.
Gao Hucheng adds that he hopes foreign investment can help China's state-owned enterprises innovate and upgrade.
China attracted nearly 130 billion U.S. dollars of foreign capital in 2015, up 6 percent over the previous year.
Service and high-end manufacturing sectors attracted over 70 percent of the total.
A new guideline on improving the competitiveness of China's medical and pharmaceutical industries has been submitted.
The document from the State Council has identified quality and standardization as priorities.
Intelligent factories and digitalized plants should be established, and the Traditional Chinese Medicine sector should undergo modernization.
Medical and pharmaceutical firms are encouraged to align their production systems and certification practices with international standards.
Courts in China handled more than 1.4 million cases involving private lending in 2015.
Supreme People's Court President Zhou Qiang made the remark on Sunday at the annual session of national legislature.
Zhou said the cases involve a combined 820 billion yuan or 126 billion US dollars, and the courts concluded 58-thousand cases involving illegal fund-raising and financial fraud.
He added that Chinese courts have regulated the behaviors of private lending, in a bid to satisfy the demands of small and medium-sized companies for investment and financing.
At the same time, Zhou Qiang also pointed out that Chinese courts convicted over 14-hundred criminals of harming state security, including taking part in terrorist attacks and secessionist activities, last year.
