Official figures released earlier this week show that household waste recycling rates in England stagnated last year, at 44.2 per cent, barely changed from 44.1 per cent in 2012. According to some estimates, if the UK fails to recycle 50 per cent of household waste by 2020 it could face fines from Brussels in excess of £500,000 (about 4.7 million yuan) a day.
