China eases the family planning rules by allowing couples to have a second child if one of the parents is from a one-child family. A relaxing of the one-child policy enables more than 11-million couples to be eligible to have a second baby.
However, only about700,000 elibigle Chinese couples applied to have a second child by the end of August.
This is according to the statistics provided by the National Health and Family Planning Commission.
That's far fewer than previous estimates by the authority, which put the annual births increase due to the policy change at more than 2 million.
China, the world's most populous country, has restricted most families to having only one child since the late 1970s.
