Nowadays even though we have a lot of rules in place prohibiting many different kinds of unsafe or inappropriate behaviors, there are still a huge number of people violatingeven the simplest rules in the public, such as not to litter or not to cut lines. And they do these things over and over again simply because nobody is there to stop them. Nobody is there to give out fines, and certainly nobody would risk getting into an argument with these people. The dilemma now is that we simply don’t have enough manpower to be put in place to enforce all the public rules, so that’s why this kind of problems still exist.
