Behind China's rising divorce rate: impulse or relief
KUNMING - Li An is living happily with his wife again, one year after they applied for divorce following endless quarrels such as who should change the baby.
Last year, Li, 28, became dad, but arrival of the baby brought with it many problems, and the couple found themselves always fighting over nothing.
At a civil affairs bureau in Dali Bai autonomous prefecture in Southwest China's Yunnan province, a member of staff would not, as they expected, grant them a divorce, but simply handed them a reservation form and told them to come back the next week if they still wanted to go ahead.
"The seven days are a grace period," said Wang Zhaowei, head of Dali civil affairs bureau. "Many couples, especially the young, rush irrationally into decisions. They will probably change their mind after they calm down."
The divorce rate is rising rapidly. In 2014, 3.6 million Chinese couples broke up, almost double the number from a decade previously. In the past, couples required permission from employers or community committees to divorce, and many put up with their spouses just to avoid public embarrassment.
A 2003 regulation on marriage and divorce simplified the divorce procedure and allowed couples to divorce the same day at a cost of 10 yuan ($1.53).
Reservations and appointments began in Dali on Feb 1, 2015. By the end of last year, 9,571 couples made reservations, but 4,531 of them, 47 percent, did not end up in divorce. In many other cities, similar reservation systems are in place.
Most couples eager to get divorced choose to postpone their decision after consulting," said Wang Wenjing, secretary-general of Hefei marriage counselors' association.
But marriage is, after all, deeply personal. To divorce or not, the choice finally lies with the couple themselves.

EU reforms cannot be reversed, Donald Tusk says
The package of reforms negotiated by David Cameron cannot be reversed by European judges, according to the EU Council president.
Donald Tusk told MEPs the deal was "legally binding and irreversible".
It comes after Justice Secretary Michael Gove told the BBC the European Court of Justice could throw out some measures without EU treaty change.
Both Downing Street and attorney general Jeremy Wright say the reforms cannot be reversed.
A UK referendum on whether to remain a member of the EU will take place on 23 June, with the Conservative Party and David Cameron's cabinet divided over which side to support.
Mr Gove, one of five cabinet ministers campaigning for an EU exit, said that without treaty change all elements of the PM's renegotiation settlement were potentially subject to legal challenge.
"The facts are that the European Court of Justice is not bound by this agreement until treaties are changed and we don't know when that will be," he said.
He said Mr Cameron was "absolutely right that this is a deal between 28 nations all of whom believe it", adding: "But the whole point about the European Court of Justice is that it stands above the nation states."
But the PM's spokesman said the text of the deal would be deposited at the United Nations later on Wednesday, adding that this would "put beyond doubt that it is legally binding and irreversible in EU law".
Mr Tusk, who played a key role in negotiating the settlement, said it was "in conformity with the treaties and cannot be annulled by the European Court of Justice".
He said: "But it will only enter into force if the British people vote to stay. If they vote to leave, the settlement will cease to exist."
The UK's negotiation "was the first round… and the last", he added.

China to launch second space lab Tiangong-2 in Q3
BEIJING - China will send its second orbiting space lab Tiangong-2 into space in the third quarter of this year, which is expected to dock with a cargo ship scheduled to be launched in the first half of next year, sources from the manned space program said Sunday.
As part of the country's space lab program, China also plans to launch the Shenzhou-11 spacecraft, which will carry two astronauts on board, in the fourth quarter of this year to dock with Tiangong-2, according to the program's spokesperson.
After its first test flight in the Wenchang satellite launch center in south China's Hainan Province, a next-generation Long March-7 rocket will put the country's first cargo ship Tianzhou-1, which literally means "heavenly vessel," into space in the first half of 2017 to dock with Tiangong-2 and conduct experiments.
During the process, China will verify key technologies including cargo transportation, on-orbit propellant resupply, astronauts' medium-term stay, as well as conduct space science and application experiments on a relatively large scale, the spokesperson said.
Preparation for the space lab program is progressing steadily, according to the spokesperson.
The astronauts to board the Shenzhou-11 are receiving training, while the Tiangong-2, Shenzhou-11, two Long March-2F carrier rockets to be used to lift them into space, the Long March-7 rocket, and the Tianzhou-1 are either being assembled or undergoing assembly examination.
China's multi-billion-dollar space program, a source of surging national pride in the country, aims to put a permanent manned space station into service around 2022.
By around 2020, the construction of the country's first orbiting space station should be completed, according to the spokesperson.
The space station is expected to consist of three parts -- a core module attached to two labs, each weighing about 20 tonnes.
China already launched its first space lab, Tiangong-1, in September 2011 and has conducted two dockings with the module in the following two years.
The Tiangong-1 has been in service for four years and a half and is in good working condition, which enables it to remain in orbit for continued operation, the spokesperson said.

Health officials in Brazil have declared a state of emergency in several states.
They are also warning women to not get pregnant.
These extreme actions are the result of a recent rise in birth defects. About 2,400 babies in Brazil were born recently with extremely small heads.
The babies have a condition called microcephaly. Microcephaly causes severe brain damage. To date, 29 of these babies have died. The number of microcephaly cases in Brazil is about 10 times higher than what the country usually sees in a year.
The U.S. Centers for Disease Control (CDC) explains on its website that there many causes of microcephaly. And the World Health Organization (WHO) said in a statement that the cause of the microcephaly outbreak in Brazil had yet to be determined.
However, the CDC says the link between a virus infection and microcephaly is being investigated.
The virus is called Zika. Zika is spread by mosquitos. Some babies in Brazil with microcephaly have tested positive for the Zika virus while others have tested negative.
The CDC says that Brazil reported its first case of Zika virus in May 2015. Since then, the virus has spread and has caused infections in many Brazilian states and other countries in Latin America.
According to other news agencies, health officials have reported many cases of microcephaly in Rio de Janeiro and Sao Paulo.
Reuters news agency reports that the Zika virus has been confirmed this year in Panama, Venezuela, El Salvador, Mexico, Suriname, Colombia, Guatemala and Paraguay.
Zika is also found in Africa and Southeast Asia.
The CDC has a webpage with information on Zika. It says that because the “mosquitoes that spread Zika virus are found throughout the world, it is likely that outbreaks will spread to new countries.”
Symptoms of Zika
The CDC says the common symptoms of Zika are fever, rash, headache, joint pain and red eyes. Zika causes mostly mild symptoms in adults. However, in newborns the disease can cause severe brain damage.
There is no vaccine or medicine to prevent or treat Zika. Travelers and especially pregnant women are advised to protect themselves by avoiding mosquito bites.
Health officials around the world are watching the situation closely.
