China not worried about capital outflows China's forex regulator says recent declines in foreign currency reserves are in line with government policy goals. China's foreign exchange reserves fell by about 100 million U.S. dollars in the third quarter, to nearly 4 trillion. The authority attributes the decline in reserves to a recent rise in the U.S. dollar against other major currencies. Guan Tao is head of the department of international payments at the State Administration of Foreign Exchange. "The slowdown in growth of foreign exchange reserves through the first three quarters reflects the balance of international payments, apart from recent two-way fluctuations in the yuan exchange rate. This year has also seen reforms on the yuan exchange rate, which resulted in bigger two-way swings. And the central bank is gradually exiting from intervening in the foreign exchange market. Therefore, the decline will become a new normal." Guan adds China is still holding a large amount of reserves which sets a strong base for the economy to resist any external impacts. The yuan has been on a steady uptrend since late May but remains down year-to-date after the currency slumped early in the year. China to supply rail cars to Boston subway China's CNR, one of the country's top train manufacturers, has won a 550 million-U.S. dollar contract to supply rail cars for two subway lines in the U.S. city of Boston. This makes CNR the first Chinese railcar and locomotive manufacturer to win a bid in the U.S. The Massachusetts Department of Transportation has approved the contract. More than 280 subway cars are to be delivered, beginning in 4 or 5 years. Biz Q&A Anchor: Aircraft makers Boeing and Commercial Aircraft Corp of China have launched a joint pilot project to turn used cooking oil into jet fuel. Their plant, based in East China's Hangzhou, will be able to convert just under 240,000 liters a year of used cooking oil into fuel. The project will allow the two aircraft makers to test the viability of producing biofuel using the cheap and widely available form of cooking waste, referred to in China as "gutter oil." Boeing and its Chinese State-owned partner estimates that 1.8 billion liters of fuel could be produced in China a year using gutter oil. China pushes new energy cars China's new energy cars have seen growth amid general decline in the automobile industry. Both sales and production in the new energy vehicle sector have surged almost threefold during the January to September period from that of last year. The data from the China Association of Automobile Manufacturers also shows last month saw nearly 11-fold growth in production in the sector. But there are still concerns on the market over issues like recharging and the battery life span. The Minister of Industry and Information Miao Wei says the government is pushing construction and regulation to boost the sector. "Though we have hundreds of stations and over 60 thousand recharging units, they are far from enough to meet costumers' demands. We are urging other ministries to include recharging stations during city planning and build more facilities. We are also working on standards and testing methods for battery life. We expect the service life of the battery to be the same as that of the vehicle." The government has been pushing the development of new energy vehicles since the beginning of this year. That includes subsidies and preferential policies for manufacturers and customers, in a bid to cut car emissions, one of the causes for the country's prolonged smog problem. Large-scale Bus Overhaul to help ease air pollution in B-T-H regions A new plan for the integration of the capital region in and around Beijing is recommending some 20-thousand new-energy buses be put on the road in Beijing, and neighboring Tianjin and the province of Hebei by the end of next year. If accomplished, new-energy buses on the road in the region would represent 16 percent of the total. The new energy buses, mostly electrics and hybrids, are going to require almost 20-thousand charging posts. This latest announcement comes amid word Beijing and eight of its neighboring cities are among the top-10 Chinese cities with the worst air quality through the third quarter of this year. Apple CEO inspects Chinese iPhone6 workshop Apple CEO Tim Cook has visited a local Foxconn iPhone workshop in China's Zhengzhou, He'nan province, aiming at supervising the production of its newly launched iPhone 6 at the Foxconn plants. During his stay in China, Cook is also scheduled to attend a workshop at Tsinghua University, a meeting at an Apple retail store in Beijing and some other events with government officials. Earlier, Cook reportedly traveled to Beijing to meet with the vice premier of China to discuss protecting user data, a meeting prompted by recent hacks targeting iCloud users in the country. Since succeeding Steve Jobs, Cook has deepened ties between China and Apple, making his first official visit as a CEO in mid-2012.
