Top legislature amends law to allow all couples to have two children Chinese lawmakers passed a historic decision on Sunday, allowing all couples to have two children. The newly revised Law on Population and Family Planning says that the state advocates that one couple shall be allowed to have two children. The newly revised law will take effect on January 1. The law now replaces the long standing "one couple, one child" policy in China. Previous to its adoption, the Law Committee of the National People's Congress (NPC), the top legislature, had suggested the deletion of a controversial provision on banning surrogate pregnancy in a draft law amendment. China adopts first counter-terrorism law China's top legislature on Sunday adopted the country's first counter-terrorism law in the latest attempt to address terrorism at home and help maintain world security. Before Sunday's new bill, China did not have a specialized counter-terrorism law, though related provisions feature in various NPC Standing Committee decisions, as well as the Criminal Law, Criminal Procedure Law and Emergency Response Law. One notable change made to the draft text tabled for deliberation was an updated definition of the term "terrorism." According to the latest draft, terrorism is defined as any proposition or activity -- that, by means of violence, sabotage or threat, generates social panic, undermines public security, infringes personal and property rights, and menaces government organs and international organizations -- with the aim to realize certain political and ideological purpose. A previous version of the draft law, submitted in February, did not cover personal and property rights or political and ideological purpose. Legislators approve China's first law against domestic violence Chinese top legislature on Sunday adopted the country's first bill against domestic violence. The landmark move will bring traditionally silent abuse victims under legal protection. The legislation was approved with landslide majority at the end of a week-long bimonthly session of the National People's Congress Standing Committee. The new law formally defines domestic violence and streamlines the process for obtaining restraining orders. Domestic violence is defined as physical, psychological and other harm inflicted by family members, with beatings, injuries, restraint or forcible limits on physical liberty. China's top legislature approves new IPO system China's top legislature has approved the shift to a registration based initial public offerings system that would give more power to the markets. The new system will come into effect on March 2 of this coming year, for a period of two years. Details of the system will be rolled out by the State Council. The National People's Congress announced the approval after a week-long session that concluded in Beijing on Sunday. The NPC also noted that the State Council should strengthen supervision to protect investors' interests under the new system. China's current IPO system is based on approvals, meaning companies must get permission from the securities regulator before seeking IPOs in share markets. China's top legislature to convene annual session on March 5 China's top legislature, the National People's Congress, will convene its fourth session in Beijing on March 5 next year. The decision was adopted at a week-long session of the NPC Standing Committee, which concluded in Beijing on Sunday. Meanwhile, the Chinese People's Political Consultative Conference, China's top political advisory body, is set to hold its annual session of the National Committee on March 3 next year. China Telecom chairman under probe Chang Xiaobing, chairman of China Telecom, has been put under investigation for suspected "severe disciplinary violations". The Communist Party of China Central Commission for Discipline Inspection made the announcement on Sunday. Born in 1957, Chang was Party chief at China Unicom before assuming his post at China Telecom in August this year. China Unicom and China Telecom are two of China's top three telecom service providers, along with China Mobile. Owner of China's collapsed mine committed suicide The owner of a gypsum mine, which collapsed on Friday in east China's Shandong Province killing one person and trapping 17 others, committed suicide early Sunday morning. Ma Congbo, chairman of the Yurong company that owns the mine, drowned himself by jumping into water as he was working with the rescue team, around 2 a.m. on Sunday. The mine accident happened in Pingyi County, on the outskirts of the city of Linyi in Shandong Province. A total of 29 people were working underground. One was found dead, four managed to escape, and another seven have been rescued so far. Rescuers have drilled a hole to reach one of the locations where workers are trapped, and are trying to make contact with the trapped workers, and pass them food and water.
