It's unclear at this point what set off the explosion. China to raise budget deficit ratio in 2016 Chinese government says it's going to raise its budget deficit ratio next year. The decision has been made at a national fiscal work conference this Monday. The government also says its going to be more assertive with its fiscal policies in the coming year. China raised its fiscal-deficit-to-GDP ratio to 2.3 percent for this year, compared with last year's target of 2.1 percent. That number is expected to move well beyond 3 percent thsi coming year in an effort to shore up growth. Twin bombings kill 32, wound 90 in Syria's Homs: At least 32 people have been reportedly killed and 90 others wounded after pair of car bombs have gone off in the central Syrian city of Homs. The bombings rocked the main square in the al-Zahra' neighborhood in Homs, inhabited by an offshoot of Shiite Islam which the ruling elite in Syria belongs. Iraqi forces retake IS-held Ramadi Iraqi forces are touting a major victory in their fight to reclaim the Iraqi city of Ramadi. Troops have reportedly retaken a former government compound which had been controlled by the Islamic State. Iraqi forces launched a major offensive this past week to retake Ramadi, the capital of Anbar Province, from the Islamic State, which overran the city earlier this year.
