Brazilian football legend Arthur Coimbra, better known as Zico, formally declared his intentions to run as a candidate to lead FIFA during a press conference in Rio de Jineiro on Wednesday, but the ex-Flamengo midfielder admitted he will likely need a change of rules in order to make his run viable.    FIFA boss Sepp Blatter announced last week he was standing down after the organisation was hit by a new wave of corruption allegations. But Zico says he would only stand for election if the requirement to have endorsements from five federations is withdrawn ahead of the vote. "I'd like to confirm the decision that I made, of the possibility of becoming a FIFA candidate in the next elections. I feel qualified for this. It's logical that there will need to be changes to the rules of the game (of FIFA politics). Especially because of the issue there that there is not even the slightest chance for agreement, not just in FIFA, but in Brazil as far as the CBF and federations and confederations."    Zico added that UEFA boss Michel Platini advised him to run for head of the Brazilian Football Confederation first, but he did not have the support of the eight state federations and five clubs necessary for that position.
